THE URBAN DEVELOPMENT AUTHORITY


The Urban Development Authority (UDA) was established under the Law No. 41 of 1978 to promote integrated planning and implementation of economic, social and physical development of certain areas declared as urban development areas.

At present, the Urban Development Authority is committed to achieve the vision, ‘Towards a Planned, Sustained and Adored Urbanization’ and the mission to ‘Promote integrated planning and implementation for the economic, social, environmental and physical development of the declared Urban Development Areas.

The Urban Development Authority is equipped with necessary systems and tools, modern technology and efficient and effective strategies as well as proficient and contented human resources with an emphasis to provide improved services and key development outcomes into the future.

Major Duties and Function of Urban Development Authority

  • Carrying out integrated planning and physical development within declared areas and coordinating and implementing related programs of development activities and services.
  • Completing the abounded development projects
  • Formulating and Implementing capital investment promotion programs
  • Formulating and implementing an urban land use policy
  • Developing environmental standards and prepare schemes for environmental improvements
  • Carrying out buildings, engineering and consultancy operations in connection with the development of urban areas
  • Planning and executing projects in pursuance of the development plans
  • Undertaking completion of the approved development projects in default
  • Acquiring and disposing immovable or movable property for the urban development of the country
  • Preparing, implementing housing improvement projects and removing the undeserved settlements and development of the land which undertake said settlements in declared urban areas
  • Preparing, coordinating, implementing and monitoring development planning proposals and projects for the government institutions and government representing agencies.
  • Providing technical planning service for the need of other government institutions

As we stand on the threshold of a new era in our nation's development, I am fully committed to leading the Urban Development Authority (UDA) in creating vibrant, sustainable, and inclusive urban spaces that honour Sri Lanka's rich cultural heritage and breathtaking natural beauty.

Our urban landscape is a unique tapestry blending ancient wisdom with modern aspirations. From the dynamic streets of Colombo to the serene townships across our provinces, our cities and towns must evolve to address the challenges of rapid urbanization, climate resilience, and equitable growth.

Under the clear vision articulated by the Hon. Minister and Deputy Minister, the UDA recognises that developing plans alone is insufficient. Effective monitoring of plan implementation is essential to ensure developments comply with approved plans and meaningfully contribute to national GDP growth. My team is actively working towards this critical goal.

We will prioritise initiatives that promote green infrastructure, affordable housing, efficient public transport, and community-driven planning-while safeguarding our environmental treasures and creating economic opportunities for all Sri Lankans.

I look forward to close collaboration with government agencies, private sector partners, local communities, and international allies to achieve urban excellence in alignment with our national priorities, including the Sustainable Development Goals.

Corporate Endevour

Urbanization is an inevitable force and the world is rapidly urbanized. It is expected that a 60% of the world’s population will be ‘urban’ by 2030.

Urban areas, especially the cities, are the engines of the economic growth and they also are the giants of consumption and the hearths of greenhouse gas emissions.

Sri Lanka has not escaped from this inevitable force of urbanization. Urban Development Authority (UDA) endeavored to meet the challenges surging from such urbanization process and envisions planned, sustained and adored urban environments in the island Sri Lanka.

UDA’s mission is to promote and to regulate the urban development process in order to facilitate the growth of the economy, protecting the natural and built heritage and improving the quality of life of all inhabitants. It has launched the mission through its island wide service centers, state-of the-art practices and the dedicated staff.
